Edit: I went on Safe Mode again, still explorer is over 50% and also system idle process(I finally managed to show all processes -.-') is constantly 30-40%. I ran a Sfc scan and the log showed it found corrupt files on my system32 and their repairing was "initialized, finalized, no reboot needed" and at the very end of Copy and this and then post this in your topic.

    Go into the windows repair console during bootup and delete the corrupt copy on the hard drive.
