In the BIOS there is a setting to have the fan run all the time and it's turned on, so I was able to verify that IT IS ON and working, Used USB to install windows instead of an optical drive. Basically anytime somebody claims they found a solution to the issue, it always has something to do with their hardware configuration. Also, If you are trying to upgrade from a 32 bit OS it will fail. Same symptoms. Tested one stick with memtest and it freezes up at like 10-20% the other one i cant even try memtest cause i dont get past boot screen.
My solution was related to RAM, although I haven't any idea as to why yet (I was actually researching why when I stumbled upon your post). Took my pc to the store, they changed the RAM, and done. I got an problem with windows which is related with torrents or harddrive(s). I am at a complete loss here...its apparent that no one can help me so Ill be keeping more of a log here than anything else.
