Till yesterday that I've found this page and articles, I've tried several things but couldn't fix it. And I can't do windows updates in Safe mode. Deleting the “SoftwareDistribution” folder solved it. Wish i found this 2 days ago to fix it instead of wasting time doing worthless things other people say. Source
In order to disable a service in Windows, right-click on it from the Services tab and choose Properties. Cannot thank you enough, what a brilliant and helpful page this is..
